Annual
Parish Meeting:
This
is the opportunity for all parishioners and those interested
in the welfare of the village to come and air their
views about Natland. Prior to the meeting the
Parish Council distributes to all residents its Report
and Interim Accounts for the year ending 31st March
and at the meeting there is the opportunity to raise
questions on these. Also, all parishioners have
the right to submit motions for discussion at the meeting.
These should be with the Clerk seven clear days
before the meeting so that they can be publicised on
the Parish Council's notice board outside Natland Post
Office & Village Store.
Others
invited to attend and address the meeting include the
local South Lakeland Distrcit Councillor, the local
Cumbria County Councillor, a representative of the Kent
Valley Rural Policing Team and representatives of all
village organisations within the Parish.
The
Annual Meeting is normally
held in April or May. Reports & Interim Accounts,
Agendas and Draft Minutes can be downloaded

Parish
Council normally meets on the last Monday of each month (excluding
August & December) - Bank Holidays are avoided.
Meetings are held in Natland Village Hall at 7:30 p.m.
. Members of the public are welcome to attend and part
of the meeting is reserved for their participation (see
Public
Participation).

Public
Participation at Parish Council Meetings:
Members
of the public are entitled and encouraged to be present
at meetings of Natland Parish Council. But they
are not allowed to interrupt or speak during the council
meeting itself. However the council has decided
to set aside some time at the beginning of each meeting
for electors to ask questions and express their views.
Technically, the council meeting stands adjourned
during that time.
Under
this "public participation" agenda item the
public will be invited to ask questions or make observations
on any matters relevant to the community of Natland.
The council will note the views expressed, and
will answer the questions if and when it can. Questions
submitted in writing to the Clerk a week before the
meeting can be publicised on the agenda, but electors
may speak without giving such notice - it just means
they are less likely to get an immediate answer.
A
maximum of 30 minutes will be allocated to public participation
at each meeting, with each elector's submission limited
to five minutes.
During
the remainder of the council meeting the public should
remain silent unless the Chair is persuaded that allowing
an interruption would benefit the council's deliberations.
The
elector's opportunity for involvement in full-scale
democratic decision-making remains the Parish Meeting
which meets at least annually, usually in May.

Natland
Village Green - Damage Caused by Parking
Natlanders are understandably proud of their
Village Green. It is a major distinguishing feature of the Village and,
as such, its appearance is of importance to us all.
Bad
parking and bad driving cause damage to the Green that
is unsightly, hampers the maintenance of the Green and detracts from the attractiveness of
the village. It is also illegal.
Natland.info
first drew attention to the problem in 2006- see Please
Do Not Park on our Village Green.
Examples of more recent extensive damage to the
Green caused by bad parking and / or bad driving can
be seen above and below. Click on any picture
for an enlarged and, in some cases, extended view.
The problem
was discussed at the recent Parish Council Meeting.
Council Chair, David Peters, writes:
The
community of Natland has become increasingly concerned
about the damage being caused by vehicles to the Village
Green over the past few months, usually as the result
of illegal or inconsiderate parking.
It
is illegal to drive onto the Village Green. If
any damage is caused to the surface it is an offence
under s12 of the Inclosure Act 1857 and s29 of the Commons
Act 1876; it may also be an offence under s1 of the
Criminal Damage Act 1971. These are criminal,
not civil, offences where the police can bring prosecutions
(call 0845 33 00 247 to report).
Parking
inconsiderately so as to force other vehicles
- particularly larger vehicles such as lorries, buses
or agricultural vehicles - to drive onto the Green
is also an offence (causing an unnecessary obstruction
of the road, s22 Road Traffic Act 1988).
All
the grass verges surrounding the Green are legally registered
as Village Green, not just the central area.
In
response to a letter and photographs from two public-spirited
residents, Natland Parish Council considered the matter
at its January 2008 meeting and resolved to take the
following actions in order to reduce the damage:
- publicising
the issue on the website and notice board;
- drawing
the attention of the School, Church and Village
Hall bodies to the growing problem, including requesting
better communication with parents, churchgoers and
hall users, and more consistent use of the "no
parking'" A-boards (stored just inside the
church) during events;
- placing
appropriate notices on the windscreens of offending
drivers and recording the incidents.
More
drastic physical measures were also suggested; it is
hoped that good sense and better behaviour by motorists
will make them unnecessary.

An
information update from Natland Parish Council
Dog
Fouling on Footpaths and Bridleways
The
Natland Parish Plan of March 2004 asked the Parish Council
to publicise the issue of dog fouling. The resultant
flyer, Helping
to Keep our Village Clean!, which was distributed
to all households in June 2004, advised that the law
which made dog fouling an offence applied in Natland
parish to:
- the
Village Green
- all
the carriageways, footways and verges within the
village's 30mph zone
- likewise
the whole of Burton Road (40mph zone) and
- the
30mph zone on Natland Road running into Kendal.
The
flyer was silent about footpaths and bridleways out
in the countryside because the relevant Act does not
apply to "land used for agriculture or for woodlands".
Because
of recent evidence of an increasing problem on such
rights-of-way, for example on the footpath from Burton
Road beside the railway and on the bridleway past Cracalt
House, further clarification was sought from SLDC.
The
officer who enforces SLDC's dog fouling Order has confirmed
that it applies to all footpaths and bridleways in the
District and he would have no compunction about issuing
fixed penalty notices to such offenders, even on unfenced
footpaths/bridleways crossing open land.
The
Parish Council has resolved to publicise this information
and to arrange for the appropriate signs to be put up
at the two sites mentioned above.
All
owners are urged to clean up after your dog using a
plastic bag which is then disposed of in a bin - please
not just dropped in the hedge or grass which is even
worse than not cleaning up at all!

Lancaster
Canal (Northern Reaches) Restoration Project
On
20th November 2006 Natland Parish Councillors Mike Dickinson
and David Peters attended a meeting with the Lancaster
Canal (Northern Reaches) Restoration Partnership Steering Group. Their report
of the meeting is essential reading for any Natlander
interested in this project.

Appletree
School - Incidents Involving Children
At
a meeting with the council, Clair Davies, the Principal
of Appletree School, asked for the community's assistance
in immediately alerting the school and the police of
any incidents involving children from Appletree.
The council agreed to publicise the
following statement:
Sometimes
children are allowed to leave the Appletree grounds
by themselves, for example to visit the shop. This
will only happen after school and at weekends. If
they are still wearing school uniform they will not
have permission (school uniform is: red polo shirt
with green Appletree emblem / green sweat shirt with
red emblem / grey trousers).
If
you see any unaccompanied children outside the school
grounds, except for those with permission (see above)
and behaving themselves, please immediately notify the
school on 015395 60253 and the police on 0845 33 00
247; which you do first depends on the seriousness of
any misbehaviour.
